COUNCILLOR INQUIRIES

3.1

Extension of Annexation Tax Concessions (E. Gibbons)

The City of Edmonton annexed property in 1982.  With any annexation, there is a transition period that provides special consideration to annexed properties for a defined period of time.  Within the 1982 annexation order, farm properties were grandfathered a tax concession which expired in 2013.  I have received a number of requests from property owners asking City Council to request the Minister of Municipal Affairs to extend the conditions of the annexation order.

I request Administration to provide the following:

1.    A history and an overview of property assessment and/or tax concessions provided to properties that were part of the 1982 annexation decision?

2.    What would be the impacts if the assessment and/or tax concessions were extended?

If there are business supports that are non-specific to any group that are offered to an entrepreneur or business start up, could those general business and entrepreneurial services also be identified.

I would like the report to come back to the Executive Committee on August 19, 2014.

3.4

Pedestrian Crosswalk Standards (B. Henderson)

Last week a senior was hit by a truck crossing 95 Avenue near the Montgomery Legion Place seniors building. Last summer, in response to concerns expressed by the residents of Montgomery Legion Place, I had arranged for an on site meeting between them and our transportation department to try and get changes to the way the same crosswalk was regulated, configured, and signed. The response at that time was that it was within the standards for City of Edmonton crosswalks and no real changes were made. I have had similar responses about other crosswalks.

There are numerous locations where the standard pedestrian crossing signs and road markings seem to be ignored or are not noticeable to motorists which creates safety concerns for pedestrians when trying to cross the road at these locations.

I would like administration to identify current procedures for pedestrian crossing control assessments including but not limited to identifying how more vulnerable road users including children and seniors are accounted for in the reviews completed.

Please also identify when pedestrian crossing lights in addition to the standard signs and road markings are used and in general how current processes could be improved to provide better safety for pedestrians crossing locations in Edmonton.
