127 Street between 118 Avenue and Yellowhead Trail has been identified for reconstruction and has been the subject of community engagement on renewal planning. I would like Administration to provide information on the progress of the concept plan for improvements to
127 Street between 118 Avenue and Yellowhead Trail and what options are being considered to address related traffic shortcutting.

Expropriation of Lands - Approval to Commence Expropriation for the Southeast to West LRT (Valley Line) Stage 1 - Property 1

Moved B. Anderson:

That Transportation Committee recommend to City Council, in its capacity as the Expropriating Authority under the Expropriation Act:

1. That the commencement of the expropriation process to acquire the fee simple portion of property labelled as “Fee Simple” on Attachment 1 and legally described in Attachment 2 of the February 4, 2015, Transportation Services report CR_2028, including all interests therein, be approved.

2. That the commencement of the expropriation process to acquire a temporary construction easement in the portion of property labelled as “Construction Easement” on Attachment 1 and legally described in Attachment 3 of the February 4, 2015, Transportation Services report CR_2028, be approved.

3. That the commencement of the expropriation process to acquire a permanent access easement in the portion of the property labelled as “Access Easement” on Attachment 1 and legally described in Attachment 4 of the February 4, 2015, Transportation Services report CR_2028, be approved.

4. That Administration be authorized to enter into agreements pursuant to Section 30 of the Expropriation Act (“Section 30 Agreement”) with the owner or owners of the property or parties who hold an interest in the property described in Attachments 2, 3 and 4 of the February 4, 2015, Transportation Services report CR_2028, when the owner or interest holder is willing to consent to the expropriation by the City.

7.1

Eliminating Railway Whistling at Public Crossings - Process and Costs (B. Esslinger)

D. Wandzura, General Manager, Transportation Services, answered the Committee's questions.

C. Cazes, Cumberland and Oxford Community League; and J. Ushkowski, made presentations and answered the Committee's questions.

A handout was provided by C. Cazes, to Members of the Committee and a copy was filed with the Office of the City Clerk.

Roadway Rail Crossings - Crossing Inventory, Infrastructure Needs for Whistle Cessation and Quiet Zones

That Administration provide a report to Transportation Committee on the following:

1. The status of roadway rail crossings in the City of Edmonton, including an inventory of existing and future controlled crossings, uncontrolled crossings and areas with whistle cessation agreements.

2. Options to work with Transport Canada, the railway companies and the federal government on a plan for the overall infrastructure needs for whistle cessation.

3. The use of roadway rail crossing quiet zones, such as those implemented in the City of Calgary.

1. That Administration undertake a safety review for consideration of whistling cessation at the 162 Avenue rail crossing, and report back with recommendations and options to implement safety measures.

2. That Administration begin the process for whistle cessation approval with the Province of Alberta for the 167 Avenue rail crossing.
