Split Tax Rate Challenges for Brownfield Sites - Property Tax Tools to Advance Remediation of Brownfields and Promote Area Development

 

 

 

H. Crone, Deputy City Manager's Office; and L. Collins and R. Risling, Planning and Development Department, made a presentation and answered the Committee's questions. 
M. Wispinski, Deputy City Manager's Office, answered the Committee's questions.

 

 

Moved K. Leibovici:

 

 

 

That the Contaminated Gas Stations Task Force advance discussion on the following three issues with the appropriate provincial Ministries:

1.  Allow for graduated split municipal property tax rates for the non-residential property assessment class to promote remediation and redevelopment of Brownfields.

2.  Provide that owners of contaminated property cannot benefit from lower property taxes as a result of lower assessments due to contamination.

3.  Allow municipalities to provide municipal and provincial education multi-year property tax exemptions on parcels that are redeveloped to promote remediation.

That Administration provide a report to the May 11, 2011, Contaminated Gas Stations Task Force meeting, outlining the following:

1.      reasons for parties unwilling to sell and/or remediate and potential strategies for the City to address the issue

2.      what 3rd party liabilities and implications might be for both the City and other parties
