L. Cochrane, City Manager, with sincere regret, informed the Committee that a serious workplace incident at a drainage project, on November 7, 2016, resulted in the passing of a City of Edmonton employee.

Boat Docks and Launches - Environmental Review

 

 

 

R. Marchak, Sustainable Development, made a presentation and answered the Committee's questions.
P. Ohm, Sustainable Development, answered the Committee's questions.

That Urban Planning Committee recommend to City Council:

1. That the North Saskatchewan River Boat Docks and Launches Environmental Impact Assessment and the North Saskatchewan River Boat Docks and Launches Site Location Study, as outlined in Attachments 2 and 3 of the November 2, 2016, Sustainable Development report CR_3965, be approved.

 2. That the location within the river valley of the: Whitemud Park, Laurier/Buena Vista Park, Hawrelak Park, Emily Murphy Park, Dawson Park, and Capilano Park at 50th Street, of the Boat Docks and Launches, as outlined in Attachment 2 of the November 2, 2016, Sustainable Development report CR_3965, be deemed essential and approved pursuant to Section 3.5.1 of the North Saskatchewan River Valley Area Redevelopment Plan, Bylaw No. 7188.

S. Kamp and E. Solez, Edmonton Federation of Community Leagues, made a presentation. B. Zubot and J. Hardstaff, Edmonton Federation of Community Leagues, made a presentation and answered the Committee's questions.

A document provided by the Edmonton Federation of Community Leagues was distributed to Members of the Committee and a copy was filed with the Office of the City Clerk.

That the November 2, 2016, Sustainable Development report CR_2398, be referred back to Administration to address the following issues for inclusion in amendments to Zoning Bylaw 12800:

·         Examples of impact of the proposed amendments.

·         An analysis of a minimum 30 m² versus 15 m² amenity area for row housing.

·         Options for adjusting setbacks requirements to incent front yard amenity spaces.

That Administration prepare amendments to Zoning Bylaw 12800 as generally outlined in Option 3 of the November 2, 2016, Sustainable Development report CR_3845, with an expanded definition of impervious materials and return to a future City Council Public Hearing.
